Are international moving estimates free?

I was recently told that I must pay 150 dollars to receive an international estimate...is this common???

Although -- to the best of my knowledge -- it is not illegal to charge for providing such estimates, in my 30+ years in the relocation business I have never heard of anyone charing a potential customer for a moving cost estimate.
